Notes from the Parish Council September Meeting
Mr Andrew Camps chaired the meeting with 3 members and 1 member of the Public.
Reports:
- Councillor Fitch reported to the meeting.
- Apologies were received from Councillor Cane. No report.
Matters Arising:
New Play Equipment: No further progress to date. Information on grants, etc., being sought. Further report next month.
Speedwatch Scheme: Kevin Glennon reported on the Speed Analysis Report by Christina Greaney of CCC.
Enhancement Scheme: It is proving difficult for ECDC/CCC to find contractors to complete this scheme. A letter is to be sent to both John Selby of ECDC and Chris Sproston of CCC emphasising the need to finish this work.
Budget Summary: This was circulated to all for information.
Parish Tour - report: Several items were noted:
- Vegetation on the Village Hall driveway needs to be cut back.
- The hedgerow near to the AWA works on Station Road is in need of cutting.
- Recreation Ground - it was generally agreed that the condition of this area had improved. Some measures to control the rabbits on the field are needed in order to reduce the number of holes.
- A request from a resident for a rubbish bin by the School gates was received. A letter will be sent to the Head Teacher of the School to confirm.
- Barston Drove - a dumped vehicle plus other rubbish was noted. This has since been removed by ECDC.
- Headlake Drove - travellers continue to dump burned out vehicles and other rubbish. This is continuously being removed by ECDC.
- With reference to the large heap of soil behind Liberty Barns, Heath Road - it has been confirmed that all required permissions are in place and that this area will be cleared in due course.
- Bales of hay continue to block the bridleway/track running along the side of the A14 to deter hare coursers.
Police Community Supports Officers: Further information was received and it was agreed to further discuss the P.C.'s views at next month's meeting. This topic is also to be included on the agenda of the Parish Forum at ECDC's offices. The Parish Council will be represented at this meeting.
Traffic Calming Measures, Mill Hill - Interactive Signs: Several reports of the signs not working correctly have been received. CCC Highways are aware and are monitoring all such schemes in the area.
Jointly Funded Minor Highways Improvements - 2004/05 Bidding Round: It was agreed to submit a bid for funds towards the installation of a traffic island on Mill Hill to aid pedestrians in crossing this busy road.
Whiteway Drove - Travellers: A request to install a shallow ditch along the verges to deter illegal parking had been received. After discussion, the P.C. agreed this action with the proviso that access for horses and pedestrians is allowed for. The P.C. also noted that any action would have to be agreed with CCC Highways.
Correspondence Received: This was reported to the meeting.
Accounts for Payment: These were agreed.
Planning Applications:
- 7 Heath Road - Proposed extension to house forming kitchen diner, utility, WC, study, entrance hall, bedroom, bathroom & en-suite. There were no objections to this application.
Any Other Business:
A hole found in the ground to the front of the Village Hall was reported to the Clerk. Andrew Camps agreed to check on this and make safe.
